President Dan reported that the check for the ‘Safe Assured ID’ program had been given to Anthony Salas.An official presentation will be done in January when a reporter with the newspaper will be present.
Jay W. sent word by our president that the Valentine dinner will be Wednesday, 11 February at The Ridge in Winfield.
Casey D. & Gary H. talked about a program to hook the youth on outdoor activities. More on this program can be found on the web site, www.copsnbobbers.com. A group from this organization will be at the 4th annual Sgt. Jerry Mills fishing clinic and derby this summer.
Terry F. reported that a member of a Boy Scout Troop will be at our first meeting in January and put on a program.
Casey D. reported the Hot Shot contest will be Tuesday, 10 Feb. at the High School.

A ‘Thank You’ letter was read from Casey Doty, Director of the Arkansas City Recreation Center thanking us for our donation for the ‘Arkalalah Run’, sponsored by the ACRC. There were 150 persons participating.
President Dan reported that Officer Salas of the Arkansas City Police Department has an article ready for the newspaper telling of our OPTIMIST CLUB donating the cost of the ‘Safe Assured ID Program’ initial set up kit.
The Arkansas City Police Department will again host a New Years Eve party for the high school youth. Last year we donated prize money for this event. Marshall B. moved that we donate the same amount again this year. Motion carried.
Jay W. reported the expenses for the ‘Kid’s voting’ event.
Discussion about having a Valentines dinner for the spouses again this year was brought up by Jay W. It was the consensus of those present to do so. Jay W. will check on date & time.
Gary H. & Casey D. has been discussing a new program for an outdoor youth program. They will bring more details & thoughts to us at the next meeting.
Terry F. reported that the Boy Scouts will be having a fundraiser in February. At a January meeting, a speaker from troop 328 will talk about some of the goals they hope to achieve.

President Dan called the meeting to order and Gene B. led the flag salute. Tom A. gave the invocation.
The police officers were introduced, and they explained & showed a power point about a child identification program, ‘Safe Assured ID’. This program fingerprints all 10 fingers, creates a digital photograph, voice track, general description & vital personal information of the child on a CD for the parent to keep. Officer Merz told us about a speaker, ‘Bob Lenz’ that has been working with youth. About 60% of youth consider death to be more appealing than life. He had a hand-out, and told us of a web side to view: www.lifepromotions.com.
Kids Voting went very well and we had a lot of support from USD-470. This is thought to be the best year where everything stayed on track and we had the most participation, thanks to all who was involved.
Arkalalah was very good! Many youth will be served in this community because of this fund raiser.
Tom A. moved that we donate the same amount as last year to the GE ELFUN Christmas fund. Motion carried.
Jay W. reported that the Central Christian Church has 20 turkeys that can also be donated to the ELFUNS.
Jay W. reported that the Jr. Class of the Arkansas City High School will be having a fund raiser in Dec. & asked if our club could donate hot dogs for their event. Marshall B. moved that we donate hot dogs for this event. Motion carried.
Jay W. also told us that the Take-Down Club will be hosting a tournament 13 Dec. In the past, we have always donated the hot dogs, chips, etc. left over from Arkalalah. Jay moved that we do so again this year. Motion carried.
Marshall B. moved that we donate 100% of the cost of the ‘Safe Assured ID’ startup kit to the Arkansas City police department to get the program started. Motion carried.
It was unanimous that we pay the suggested amount to the Soroptimist Club for their work at the car show & Arkalalah.
Gary H. presented drawings of plans to remodel the front of the concession trailer. Tom A. moved that we approve the plans with a minor suggested change. Motion carried.

Our president reported our gross sales at the Arkalalah were great! There will be a full report soon.
At our next meeting, 18 November, Anthony Salas of the Arkansas City Police Department will be with us to tell us about children identification, and show a short video. Let’s have a good attendance to welcome officer Salas.
Also at our next meeting, President Dan will bring up for discussion and possible vote for what we want to do about Christmas baskets this year. In several years past, we have contributed to General Electric’s Elfuns fund for the less fortunate in Arkansas City. So be in attendance for your thoughts and suggestions to be heard. Yes, Christmas is coming soon, less than 8 weeks.

The weather was perfect for the car show and there was a good attendance. Our concessions went well and our net income was good.
Next meeting, 21 Oct., we will move the trailers into position on the corner of 5th Ave. & Summit St. at 5:30 p.m., (meet at Warehouse at 5:00 pm) and finalize plans for Arkalalah. Bob F. has a sign up sheet for workers. Sunday afternoon following Arkalalah, from 1:00 until 4:00, we will have a work session at Jay’s warehouse.
Ashley R. told us about an upcoming FFA trip to a Leadership class in Indianapolis IN where she can fill a requirement for the FFA. A motion to donate to her expenses carried.

High School auditorium. T-shirts have been ordered and the High School art class will screen-print them. Cookies for the refreshments following the debate have been ordered, & tea, orange juice, & water will be served.
The High School government & debate classes are preparing questions for the candidates. Everybody is welcome and all OPTIMIST members are encouraged to attend.

Lunch menu prices were raised to match what we charged last year at Arkalalah. We have added porkburgers to our menu this years car show, everything else remains the same.

President Bob B. called the meeting to order. Because Daisy Mae’s Café was closed, we all convened at the Sirloin Stockade.
President Bob B. presented Walt Larkin with his new member packet. Due to the informality of the different location, Walt was unprepared to give a speech.
Bob B. reported that we cooked 480 hot dogs at the National Night Out Kickoff. That was more than previous years, but this year’s event was bigger than in the past, and there was a bigger attendance.
Bob F. told us that Jay W. would be meeting with the Soroptimist leaders to plan for the Annual Car Run
Marshall B. reported on the District Convention and that he thought it was a good meeting & well attended. There were some compliments on the display of pictures of our events.
Clay R. reported on the ‘Kids Voting’. A decision needs to be made as to purchase the T-shirts from Kids Voting Kansas or to buy plain T-shirts and let the high school arts department screen print them. Marshall B. stated that the debate between local candidates is scheduled for 7 October at 7:00 p.m. in the high school auditorium. The candidates have been contacted and have it on their calendars.
Tom A. was re-elected and Clay R. was elected to the office of Vice President of our club for the next year.

Tom A. introduced Chad Beeson & his son Jake. Chad is a coach with the Take Down Club, & Jake is one of the wrestlers. Jake showed us a plaque in recognition of a tournament they won. Chad thanked our club for all the help we have given the Take Down Club.
Tom A. then introduced Gene Burr, a native of Arkansas City, recently retired & returned to Arkansas City. Gene was a member of the Dodge City OPTIMIST CLUB while teaching in Dodge City, and he is a brother of Bob Burr, one of our past presidents & a charter member of our club. Gene spoke to us about being active in the community and his decision to run for the Kansas House of Representatives.
Bob B. reported that we cooked 200 hot dogs to serve at the City Band concert on Thursday eve, 10 July. The weather was excellent; a good attendance of citizens all enjoyed the hotdogs & band. On the next Thursday eve, 17 July, Kan-Pak will serve ice cream.
Our clubs next opportunity will be to cook hotdogs Monday, 4 August for the National Night Out Kick-off. This will be in the Center City Park, corner of Summit St. at Central Ave. The festivities are being expanded this year to have more activities, so we expect a bigger crowd than previously. Members need to assemble to cook and serve at 5:30 P.M.
Marshall B. displayed pictures of some of our past events to take to the annual District Convention in August. One of our district officers asked if we could have a display, so Marshall is putting together something.

Bob B. introduced Lt. Chris Arnett & his wife, Jackie, and Chief of Police Sean Wallace & his wife, Robin. Chief Wallace told us about Lt. Arnett’s leadership and outstanding investigative work this past year that led to his being selected as the outstanding law officer of the year. Our OPTIMIST CLUB honored Lt. Arnett as the ‘Law Officer of the Year’ and presented the Optimist plaque to him. He was also given a membership application.
President Bob presented Lowell P. with his new membership packet. Lowell is now an official OPTIMIST!
We received a certificate of appreciation from the Sgt. Jerry Mills Memorial Fishing Derby Committee for our work in the third annual fishing derby. It was a great sight seeing the excitement in the kids.
Our clubs next opportunity will be to cook hotdogs Thursday, 10 July prior to the city band concert. This is the 137th year for the Arkansas City City Band consisting of band members of all ages, and is enjoyed by many of the citizens. Club members helping should be at Wilson Park at 6:00 p.m. to serve.

Bob F. reported that we cooked 200 porkburgers on Thursday & 160 hotdogs on Friday at the police officers summer camp for the youth attending and the adult counselors.
Gary H. reported that the fishing derby was a great success. There were 115 young people entered, and many parents were there to observe & to assist. Every youth went home with something to remember the event by. Everybody had praise & appreciation for this type of program for the youth.
Bob F. reported that 350 porkburgers were cooked for the IXL School’s ‘end of school’ play day. And for the Arkansas City Middle School’s last day of school, we cooked 600 hamburgers.
David Bartlett, speaking for the Arkansas City City Band, asked if we would like to cook hotdogs prior to a city band performance. The city band plays every Thursday evening in Wilson Park. Bob F. moved that we cook hotdogs at one of the performances. Motion carried, and it was decided to do this the Thursday following the July 4th (which will be 10 July).
We will honor the police officer of the year at our next meeting. Chief of Police Sean Wallace will introduce Lt. Chris Arnett, the elected officer of the year.

We are reminded of the Arkansas City Police Departments Summer Camp beginning 9 June and that we will be cooking porkburgers on Thursday, 12 June and hotdogs on Friday, 13 June.
Also discussed was the 3rd Annual Fishing Derby Friday & Saturday, June 13th & 14th. Friday evening, a clinic will be held in the Agri-business building, and the fishing will be Saturday morning at Veterans Lake.
Bob F. reported that the law enforcement officer of the year is Chris Arnett, and the plaque has been ordered.
A date for awarding the plaque will be announced when we can schedule with officer Arnett.
President Bob showed 3 drawings of banners we’ve been discussing. Marshall B. moved we order 1 banner; blue with gold lettering, and 1 banner gold with blue lettering of the design all members chose. Motion carried.

It was reported that we cooked 150 porkburgers for the IXL Elementary School Monday, 19 May.
The city employees have asked to use our grill for their annual picnic 17th July. Bob F. reminded us of our stipulations for using the grill. Bob F. & Clay R. will both be in attendance. Marshall B. moved to allow the use of the grill. Motion carried.
Bob F. will find who the law enforcement officer of the year is and order a plaque so we can honor him in observance of ‘Officer of the Year’.
ACPD summer camp will be June 9-13, and we will plan to cook porkburgers on Thursday, 12 June, and hotdogs on Friday, 13 June.

Terry F. reported that our OPTIMIST sponsored ball team would be playing at the Sleeth Ball Park.
Our members need to be at Reedy Ford at 8:30 A.M. to help with the bike rodeo this Saturday May 17th.
There was more discussion about the banners and maybe adding our web site on the banners. Three (3) different designs were discussed. We will discuss this further at our next meeting.
Gary H. reported he has the stainless steel diffusers done for the grill.
A student in Arkansas City High School has qualified to participate in a national forensics debate. She & her teacher will possibly be at our next meeting.
A request to cook for the Arkansas City Middle School Friday May 23rd will be discussed at our next meeting.
D.A.R.E. summer camp will be June 13-19, and we will plan to cook 2 noon meals for the campers.

Clay R. reported 33 car seats were checked at the annual health fair, and seats 10 were replaced. Clay R. moved that we give the interpreters gift certificates. Motion carried.
Bob B. had got prices from 3 different sources for banners. John O. moved we have Janet Carroll make us 2 banners, 1 purple with yellow-gold lettering, & 1 yellow-gold with purple lettering. Motion carried.
Jay W. told us about a 5-year-old girl with inoperable cancer, and the high school girl’s softball team is going to have a fundraiser for the family. John O. moved that we donate food items we have on hand for this benefit dinner. Motion carried.
We discussed buying a tent to be used for different events. We have been borrowing one for the bike rodeo’s & car seat checks. Marshall B. moved we buy a 10 x 10 tent with side curtains. Motion carried.
Jay W. has talked to the Superintendent of Schools, Dr. Ron Ballard, about kid’s voting. There will be another meeting with other school personnel.
We have a request from the IXL elementary school, asking if we would cook pork burgers for their end of school year ‘play-day’ on 19 May 5:00 pm. (IXL will furnish food). Our club has done this in years past. Marshall B. moved that we do this. Motion carried.
Dan B. has accepted the nomination for president, & Jay W. has accepted the nomination for treasurer. Nominations for secretary & vice president are yet to be named.

Clay R. reported that Judy Reedy agreed on the date of 17 May for the Bike Rodeo to be held in the parking lot of the Reedy Ford Agency.
Bob F. reported that we will be sponsoring ‘After Prom’ on 19 April in the Agri-business building, and we will furnish & cook porkburgers and hotdogs. We will meet at 8:30 pm at Jay’s Warehouse, 3rd and Lincoln and cook burgers and dogs there Saturday evening.
Casey D. & Gary H. led discussion and showed pictures of previous fishing derby’s. This year the fishing derby will be held 13 & 14 June. A clinic will be held on Friday, 13 June in the Agri-business bldg. The fishing will be Saturday 14 June in Veterans Lake.
Clay R. discussed buying traffic cones at a good price to be used for our events, such as bike rodeo, car seat check, Arkalalah, etc. With our own, we won’t have to borrow from the city, & ours could be kept clean. Gary H. moved that we buy 12 of these traffic cones. Motion carried.
There was more discussion about having a banner made to use at our different events with our name on it. Discussion whether we could use the OPTIMIST logo or not will be looked into. Tom A. moved we look into having a banner made. Motion carried.

Plans were made for the Maycon Ball fund raiser which will be Friday, 12 June in Wilson Park from 5:00 pm to 9:00 pm. Our club will furnish & cook pork burgers, other organizations will supply baked beans, cole slaw, deserts, & drinks. There will be live music, the Winfield Fire Dept. will have their smokehouse & there will be other attractions & prizes.
The Child Safety Car Seat check went well at the annual Health Fair. Thirty-two car seats were checked and 14 replaced.
Tyler Smith submitted his application to golf in the OIJG tournament. Tyler is a high school student in the Arkansas City High School.
President Dan reported that new Kansas State regulations for food handlers may apply to vendors such as our concession stands. Health permits may be required. Update 6/10/09: per Arkalalah committee: Only vendors required by state will have to comply, we are not required.
The ACPD/D.A.R.E. summer camp will be July 13-17 at Prairie View Camp this year. Our club will furnish & cook pork burgers & hot dogs for their lunch on Thursday, 16th; & Friday, 17th.

Deambra Stevens reported that Logan Blakey of Ponca City needs surgery and local American Legion riders were raising funds for him.
Clay R. reported on ‘Bike Rodeo’ at Reedy Ford. Everything went well, two bikes were given away and 25 youths participated in rodeo, awarded medals and 25 also participated in Police Safe Assured Id program.
Jay W. updated us about one of our EMT firemen, Cody Ball’s infant son, Maycon, who is seriously ill & in the Children’s Mercy Hospital in Kansas City. A fund raiser for them will be held Friday June 12, from 4:00 pm to 9:00 pm in Wilson Park. Optimist club will be donating 500 hotdogs and buns and ask members to be present to help cook pork burgers and the hotdogs. There will be Smoke house, Dunk tank, and a Fire truck spraying water to keep kids cool!
Kansas Regional golf tournament will be June 9th in Salina, club voted to support local youth wanting to attend and to donate to tournament.
Club voted to sponsor one scout from Troop #328 for summer camp.
Updated Insurance was discussed and Okayed for grill and both trailers.

Congratulations to Marshall B. being awarded the ‘Tiger Booster of the Year Award’ from Cowley College. The Tiger Booster Club is a scholarship fund for Cowley Community College students.

Brad & Jacob Beeson came to the meeting to thank us for the support we have given to the youth wrestling club. Brad is a coach & Jacob is one of 50 young wrestlers.
A thank-you letter from boy scout troop 328 was read, thanking us for our support for their annual bean feed. Their bean feed was a fund raiser for the camping program.
Bob B. reported he saw a tent top on the clearance table at Wal-Mart at a reduced price. The tent top used over the grill is not good to use at other events. Marshall B. moved we buy it. Motion carried.
Bob F. mentioned there are a few that haven’t paid their dues yet. He will send notices.
The boys that interpret for us at the car seat check have been contacted & they will help us again this year. Jay W. will buy gift cards to give to them that day, rather than wait until later.
Gary H. is talking with Tom Scott with the Arkansas City Police Department about having some of our police officers to be a part of volunteers at the Fishing Derby & Clinic. Many volunteers will be needed & any that can held, please contact Gary at garyandcarolhale@sbcgobal.net.

The DareDevil youth basketball fundraiser presented by Cpl. Salas with the Arkansas City Police Dept. was brought up for further discussion. The fund raiser will be Monday, 27 April, 5:00-7:30 P.M. in the parking lot at the Bible Christian Church, 2411 N. 8th St. The DareDevil group will furnish the buns; our club will furnish the pork-burgers & cook them in the parking lot, weather permitting (at the warehouse if inclement weather).
During the 5 May meeting, our special guests will be Chief Sean Wallace & officer Jason Legleiter for law officer of the year recognition.

Cpl. Salas told us about the summer D.A.R.E. youth basketball program. The number of participants is increasing each year, & there are a few girls from surrounding towns wanting to join our program. Due to budget cuts & shortages in the police departments budget, a fund raiser is being considered, and asked if our club will be interested in helping. We agreed to help & probably furnish & cook pork-burgers for a fund raiser. Cpl. Salas told us the cost to enter each team.
Marshall B. moved that we go ahead & donate the cost to enter one team. Motion carried.
Cpl. Salas went ahead & told us the D.A.R.E. summer camp this year will be 13th-17th July.
Bob B., Jim B., & Jay W. cooked 140 hamburgers for the Arkansas City High School’s spring camp.
Looks like the Bike Rodeo will be 16 May. Clay R. will be ordering supplies for it; T-shirts, medals, more safety cones. The club voted an amount limit for Clay to go ahead to order. Motion by Bob B. carried.
Gary H. reported on the cost of fishing rods & reels from different vendors. Tom A. moved we order 50 from Zebco for the fishing derby in June. Motion carried.
Marshall B. & Jay W. asked the clubs permission to use the grill for use at the Central Christian Church for their dinner theater. Permission was granted.

A letter from the Arkansas City Fire Dept. was received telling us the annual ‘Health & Safety Fair’ is now scheduled for Saturday, 30 May. Car seats will be ordered & shipped to the Fire Dept. at the proper time for the fair. We will be conducting the child safety car seat check again with the guidance of Brenda Gibson & the Safe Kids Coalition.
Terry F. passed out tickets for the Boy Scout troop 328 annual bean feed, courtesy of the troop as a way of thanking us for our donation.
Gary H. reminded us that after last years fishing derby our club might want to buy rods & reels for the 2009 fishing derby. After discussion, Gary was asked to contact Casey D. at the ACRC to contact Zebco for current prices and any prizes or contributions they may have.
Our long time member & former secretary is unable to attend meetings, & would welcome visitors.

Congratulations to Gary H. for winning an award from the Salvation Army in recognition of community service & for the fishing derby held each spring in which several hundred children participate. Well done Gary!
Many members & spouses attended & enjoyed the Valentine dinner. Everyone seemed to enjoy ordering from the menu rather than the buffet that we’ve had in the past.
Bob B. & Bob F. cooked 75 brawts that we had on hand for the Arkansas City Police’s Community Policing Unit to sell at a high school basketball game to raise money for a motivational speaker. It was a great success.
Terry F. reported the Boy Scout annual bean feed will be Thursday, 12 March, and he will have tickets available for us to buy at the next meeting. Proceeds from this bean feed stay with the boys & the troop locally.
Bob F. reported the annual ‘Health & Safety Fair’ date has not been scheduled yet.
John O. sent word that he received a call from the KS District Gov. that there are several state offices’ that need to be filled. Any loyal & dedicated OPTIMIST should give some thought to serving in one of these offices.
Casey D. sent word that a sponsor is needed for another little league soccer team for this summer. Our club already sponsors 2 soccer teams. After some discussion, Tommy A. moved that we sponsor this additional team for this one year. Motion carried.
The high school ‘After Prom’ will be 2 May & we will plan to cook 200 pork burgers for the event. Following some discussion, & the fact that we will be cooking pork burgers & hot dogs for the police department’s summer camp, Marshall B. moved that we order 500 pork burgers & 6 cases of hot dogs. Motion carried.
The date for the Bike Rodeo hasn’t been worked out yet, but we will need T-shirts & maybe more medals. Bob F. moved that we order the T-shirts & the needed medals. Motion carried.
The need for a new tent was brought up. Bob F. moved that we buy one. Motion carried.

Ryan Cells reported that he and 6 other Arkansas City band members & 7 other band instrumentalists was in the top ranking players at the Manhattan Band contest. That made us feel real good for our high school band, & especially proud of Ryan. He thanked us for the financial support we gave him for the trip.
President Dan brought up the boy scout need for donations as presented at our last meeting. Marshall B. moved that we donate to their been feed and help with in-kind donations for the Blue & Gold banquet. Motion carried. Jay W. reported that we have paper & plastic food service in our storage that we can donate for the Blue & Gold banquet 19 February.
Fellowship and good conversation followed along with food. Members not present were missed.

Terry F. introduced James Fry, Cub Scout leader of Troop 328.
Dan B. read a thank you from the Arkansas City Chief of Police, thanking us for donating the $3000 to buy the ‘Safe Assured ID’ program. The police officers were excited that they can go ahead with this program. We were invited to attend the city commission meeting at which this program was presented to the city commissioners, and the OPTIMIST CLUB was recognized. Several of our members did attend.
President Dan reported the Hot Shot contest will be Tuesday, 10 February at the High School. The girl’s game will start at 6:00 P.M. & the boys game at 7:30 P.M. The participants in the contest will be during the half time of each of the games, girls during the girl’s game & boys during the boy’s game.
The president reminded us that the Valentine dinner will be on 11 February at The Ridge, and we will order individually from the menu. If you haven’t already made your reservation, call Bob Frazee soon.
James Fry talked to us about the Scout program and of a couple events coming up and the need for funding.
The ‘Blue & Gold’ banquet will be 19 Feb. At this banquet the scouts are recognized & presented their awards. Tickets will be sold for the banquet but this profit goes to the Scout Council. The next event will be a bean feed in March or April, at which all profits stay with the boys & troop. We took no action at this time.
We discussed the success of ‘Kid’s Voting’. Sponsored by our OPTIMIST CLUB & U.S.D. 470. The candidate forum was well attended by the students and adults. The local candidates answered questions prepared by the high school advanced debate team. Following the forum, the Optimists served refreshments in the lobby. We had 70 students from Kindergarten through high school show up for an after school election party on election day where the ballots were counted. Mirroring the national results, the kids elected Obama, while the county elected McCain. This was a great event for the students in the parochial & public schools from kindergarten through high school.

Gary H. reported that work station has been relocated and a new counter top has been installed in the concession trailer. Bob F., Lowell P. & Clay R. worked with Gary on this project. Thank you guys!
Jay W. will be cooking pork burgers for the Jr. Class at the high school prom fund raiser. Jay said if anyone wants to help, come on down.
Ryan Cells, a member of the high school band reported 12 to 14 band members will be going to a band camp in Manhattan (KS), and he has the opportunity to go. Each band member has to pay their own expenses for the 3 day event. Marshall B. moved that we donate to his expenses. Motion carried.
Terry F. reported that a member of Boy Scout Troop 328 will be at our next meeting.
